BCBS Publishes Proposals on Capital Standards

The Basel Committee on Banking Supervision (BCBS) published consultations on capital requirements and liquidity rules. The deadline for comment is April 16, 2010.
The consultations recommend the following: raising the quality, consistency and transparency of the capital base; strengthening the risk coverage of the capital framework; introducing a leverage ratio as a supplementary measure to the Basel II risk-based framework with a view to migrating to a Pillar 1 treatment based on appropriate review and calibration; measures to promote the build-up of capital buffers in good times that can be drawn upon in periods of stress; and a global minimum liquidity standard for internationally active banks that includes a 30-day liquidity coverage ratio requirement underpinned by a longer-term structural liquidity ratio.
The deadline for comment is April 16, 2010.
