The UK’s Financial Services Authority (FSA) has published its 2011 Consumer Awareness survey, an annual report in operation since 2003. This survey contains a range of statistics on the ownership of financial products, as well as on consumers’ beliefs about the role of the FSA. The FSA is set to be split into two distinct bodies in 2013: the Prudential Regulation Authority (PRA) and the Financial Conduct Authority (FCA). The FCA will have responsibility for consumer protection. As such, the FSA has stated that it sees the survey as “an opportunity to hear consumers’ expectations of a dedicated financial conduct regulator”, recognising that consumer expectations will affect consumer behaviour. This forms part of an ongoing debate about the expectations placed upon regulators, as the ICFR discussed in our 2012 Regulatory Outlook (click here to view).
